It is a stem. It connects a fork to bars. Sizing selection is above average. I purchased this over other brands specifically for the blasted silver finish, which I have to say is very attractive on a bike. I prefer it over polished metal as it is easier to clean, doesn't show grime as readily, and matches well wither other unpainted components.
